he River City project was located in New Orleans on the Mississippi River adjacent to the Convention Center. It included two riverboat casinos and a single dockside boarding facility which allowed for virtually uninterrupted access to the boats; while one was cruising the other was in dock. The two boats located at River City held two of the fifteen allowed licenses in Louisiana. The project was a joint venture between Hemmeter Enterprises, Inc and Capital Gaming International.
